Retailer:

Retailers have to be dependent on the Distributors to acquire the supply of the products. A lot of times, the retailer is not able to fulfill the demand because of improper delivery or being reluctant to work with a distributor in particular.

However, This problem also limits the reach of a manufacturer to their clients and never reach the ears of the people who matter.
